On the 25th of January 2011, Quilliam’s head of Outreach and Training spoke at an event in Parliament organized by CSARN (City Security and Resilience Networks) chaired by Louise Ellman MP and Lord Harris of Haringey. His speech focused on the threat al-Qaeda poses to Europe. Ghaffar spoke about the emphasis al-Qaeda recruiters and radicalisers are now placing on ‘individual Jihad’, i.e. they are seeking inspired individuals to plan and carry out terrorist acts on an individual basis. He also spoke about al-Qaeda’s recent emphasis on attacking perceived weaker members of ISAF such as Sweden, where al-Qaeda attempted to carry out a suicide bombing in December.
