On 25 March 2011, Noman Benotman, a senior analyst at Quilliam, spoke at an event at the Policy Exchange thinktank on the subject of ‘Can a democratic Libya be secured?’ Also on the panel were Lieutenant-General Sir Graeme Lamb, former Deputy Commanding General of the Multi-National Force-Iraq, Rear Admiral Charles Edouard de Coriolis – Defence Attaché to the French Embassy in London – and Lord Gilbert, minister of defence during the Kosovo campaign of 1999. Noman particularly discussed the moral imperative for the international community to intervene in Libya, the make-up of the opposition forces and the religious and social background to recent events in Libya.
